CELDT
California English Language Development Test Students Tested(CELDT) State Requirement Initial Identification of English Learners District RequirementAnnual Assessment of English Learners Redesignation of English Learners The CELDT replaces the District’s use of the English Language Assessment Scales (LAS) in grades K-12. The CELDT will not replace Spanish LAS, the Basic Inventory of Natural Languages (BINL), and Informal Language Assessment for the assessment of ELs in their primary language. Students Excluded from TestingStudents may not be exempted from testing. Program Requirements and Test Description Senate Bill 638 (Alpert, Chapter 678/1999) requires school districts to assess all English Learners (ELs) to determine each student’s individual English proficiency level in listening, speaking, reading, and writing. Beginning with Spring 2001, the CELDT will be conducted upon initial enrollment and annually thereafter until the EL has been redesignated, The test assesses listening, speaking, reading and writing skills using performance-based and multiple-choice formats. Scores are reported by proficiency level for each skill area and an overall score. Students are assessed upon entry into a California public school, if they meet specific criteria. If a student is identified as an EL, they must be assessed annually until they are redesignated. State Required Tests
