Students Tested
State and District Requirement
  • Students with disabilities who meet all three of the following criteria are eligible for the California Alternate Performance Assessment (CAPA):
  1. Students with the most significant cognitive disabilities,
  2. Students enrolled in grades 2-11, or are aged 7-22 in ungraded programs, and
  3. Students with severe disabilities who are unable to participate in the STAR Program CST and CAT/6 multiple-choice tests even with accommodations or modifications
National Requirement

“As appropriate, the state or local educational agency--(i) develops guidelines for the participation of children with disabilities in alternate assessments for those children who cannot participate in state and district-wide assessment programs; and (ii) develops and conducts those alternate assessments.”

Students Excluded From Testing
  • Students with disabilities who participate in the STAR program CST and CAT/6 multiple choice tests with no accommodations, with accommodations or with modifications.
  • Students whose parents/guardians submit letters requesting that their child(ren) not be tested with all or part of the test.
Program Requirements

Students with severe disabilities who are unable to participate in the STAR program multiple-choice tests, even with accommodations or modifications, will be tested with the CAPA. The CAPA is individually administered and is not a multiple-choice test. No IEP team may exempt students from participation in the STAR Program. IEP teams should specify how students will participate in the Program.
